TSCA Chemical data reporting (CDR) reporting deadline extension

EPA is extending the Toxic Substances Control Act (TSCA) Chemical Data Reporting (CDR) submission deadline for 2016 reports from September 30, 2016 to October 31, 2016.
If you are still wondering what TSCA CDR is all about…here is a brief overview:
The rule requires importers and manufacturers of chemical substances that are on the TSCA list to submit information for the chemicals substances if manufactured greater than 25,000 pounds for the year 2012 through 2015. However, the reporting threshold is 2,500 pounds for chemical substances that are subject to special provisions.
Following is a brief list of facilities that may be subject to CDR reporting:
- Facilities that imported chemical substances, including byproducts
- Facilities that imported scrap metal
- Facilities that import fossil fuel (e.g., coal, diesel, etc.)
- Facilities that “sell” their byproducts (e.g., beneficial use of ash)
- Facilities that manufacture a chemical and introduce it into commerce. Manufacturing of a chemical applies if a chemical reaction has occurred. Blending chemicals is generally not considered manufacturing (for TSCA purposes).
The CDR submission periods are from June 1 to September 30, 2016; and has been extended to October 31, 2016. Manufacturers and importers must use e-CDRweb, EPA’s CDR electronic reporting tool, to submit the reports. The last CDR submission period was in 2012 and the next TSCA CDR reporting will be in 2020.
Note that TSCA CDR Applicability thresholds are for a single site only.
