Final Cross-State Air Pollution Rule (CSAPR) Update for the 2008 NAAQS

On October 26, 2016, EPA published an update to the Cross-State Air Pollution Rule (CSAPR) for the 2008 ozone National Ambient Air Quality Standards (NAAQS).  Starting in May 2017, this rule will reduce the availability of ozone season nitrogen oxides (NOX) allowances by approximately 48%.

CSAPR is a cap-&-trade program similar to Title IV Acid Rain Program (ARP), Clean Air Interstate Rule (CAIR), and NOx Budget Trading Program. Under CSAPR, the control periods for the annual SO2 and NOx programs run from January 1st to December 31st, while the control period for the ozone season NOx program runs from May 1st to September 30th of each year.
